Edd Rivera is a Senior Counsel in the Office of the Chief Counsel for International Commerce (OCC-IC). His practice focuses primarily on data privacy (including advising on the Privacy Shield Framework), investment (including as programmatic counsel to the SelectUSA program), tax, and Europe.  Prior to joining OCC-IC, Edd clerked for the Honorable Victor J. Wolski at the U.S. Court of Federal Claims.  Edd also has experience working at an international law firm in Tokyo, Japan as a U.S. qualified cross-border finance lawyer.  

Edd received his JD from Columbia Law School and holds an MA in international relations from Johns Hopkins University SAIS.  Edd also spent a semester abroad studying at King’s College London School of Law,  was a Harlan Fiske Stone Scholar, and served as Senior Editor of the SAIS Review of International Affairs.  He holds a BA in Economics and Political Science from Boston University. 

Edd enjoys reading historical fiction, watching foreign films, running, hiking, and generally remaining active.  He resides in Maryland with his wife, Grace, and their pet goldendoodle and Russian Blue cat.

Edd is a member of both the New York and D.C. bars.
