Megan McMillan is an Attorney Advisor in the Commercial Law Development Program (CLDP) of the U.S. Department of Commerce, Office of the General Counsel. Ms. McMillan primarily advises governments in the Middle East and North Africa on legal reform and economic development issues. Prior to joining CLDP, she was an Attorney Advisor for the U.S. Department of Justice in the Office of the Rule of Law Coordinator at the U.S. Embassy in Baghdad where she acted as the office's Kurdistan Regional Government liaison and managed the Commercial Law Development portfolio. Before her tour in Iraq, Ms. McMillan worked as a law clerk to Judge James E. Baker on the Court of Appeals for the Armed Forces. Her government and NGO experiences include: clerkships with the Office of the Air Force General Counsel, the Robert F. Kennedy Memorial Center for Human Rights, and the State Department's Office of Research.
 
Ms. McMillan received her law degree in 2007 from the University of Iowa College of Law, where she was Editor in Chief of the Journal of Transnational Law and Contemporary Problems. She also holds a Bachelor of Arts, Magna Cum Laude, in Political Science from the University of Michigan. Ms. McMillan has worked in Egypt, Iraq, Jordan, Lebanon, and Afghanistan. She speaks and writes Arabic at an intermediate level.
