
Octavia has extensive experience in the public and private sectors with headquarters’ level mission support and leadership.
She graduated from the Class of 2017, Department of Commerce’s SES Candidate Development Program and is OPM qualified to assume positions in the Senior Executive Service.
Octavia G. Saine, CW3(R), US Army JAG Corps, joined the Department of Commerce, Office of General Counsel in December 2020. Prior to joining OGC, she served as in the National Oceanic and Atmospheric (NOAA) Office of General Counsel as the Executive Officer from June 2010 to February 2018. Staying with NOAA, she was selected to serve as NOAA’s Bureau Transformation Lead for its transition to enterprise-wide implementation of shared services. While with NOAA, Octavia has been involved in leading process improvement for non-legal operations and has received a myriad of recognitions to include the Department of Commerce Office of General Counsel Distinguished Employee Award and the NOAA Office of General Counsel Manager of the Year Award. She also received Enterprise Services’ first Bureau Transformation Lead for the month. Prior to joining NOAA, she served as the Deputy for Financial Management and Public Outreach for the Eisenhower Memorial Commission from 2008 to 2010. In this position she oversaw a $19M dollar budget and simultaneously led outreach initiatives to National Veterans Organizations to coordinate the publication of six information articles about President Eisenhower in their publications.
After retirement from the US Army JAG Corps in 2004, she held various leadership positions in the private sector in the Washington, D.C. metro area and Charlotte, North Carolina. Most notably, Federal Home Management Corporation (Freddie Mac) where she served as a Legal Administrative Coordinator Manager, Bank of America, where she served as a Vice President, Business Support Manager and Charlotte Mecklenburg County Schools, where she served as a 7th Grade Language Arts Teacher.
Octavia’s twenty-year career with the U.S. Army culminated at the U.S. Army Legal Services Agency where she served as the Chief Legal Administrator.
Octavia has received several awards since her retirement from the Army JAG Corps such as Bank of America’s Award of Excellence and honor for the top 1% employees, and Sprit Award, an honor for the top 10% employees.
Octavia received her undergraduate degree in 1981 from Winston-Salem State University, Winston-Salem, North Carolina and her graduate degree from Webster University, St. Louis, Missouri, in 1993.
