Rob Preston jointed the Department of Commerce in June 2018 and serves as the Chief of the Contract Law Division for the Office of the Assistant General Counsel for Administration and Transactions. He aids the Assistant General Counsel in managing legal advice to the Department’s senior leadership and bureau program offices regarding transactions with third parties. His office is primarily responsible for advising senior leadership and contracting and program officials, excluding the Patent and Trademark Office (PTO), regarding the acquisition of goods and services to support the Department’s mission as well as overseeing litigation related to these transactions. He also provides counsel to the Department’s Office of Acquisition Management, which is responsible for establishing Department-wide acquisition policies and procedures and to the Department’s Suspension and Debarment Official.
Prior to his retirement from active duty in June 2018, Mr. Preston served as the Director of Professional Development for the Air Force Judge Advocate General’s Corps. He previously served in a variety of attorney and leadership positions including serving as an Instructor at The Air Force Judge Advocate General’s School, as Staff Judge Advocate for the 379th Air Expeditionary Wing and the 4th Fighter Wing, and as Director of the Air Force’s Contract Field Support Center and Commercial Litigation Center.
Mr. Preston enlisted in the United States Marine Corps in 1988 and transferred to the Air Force after being commissioned as a Judge Advocate in 1994. He holds a J.D. from the Texas Tech University School of Law, an LLM in International and Comparative Law with highest honors from The George Washington University School of Law, and a Masters of National Security Studies, from the Air War College Grand Strategy Program. He is admitted to practice before the State Bar of Texas, the Court of Appeals for the Armed Forces, and the Court of Federal Claims. He is a member of the Senior Executive Service.
